Fee-only usually means the adviser is paid only by client fees (asset-based, hourly, fixed, or similar): no commissions or product sales payments tied to your account. Fee-based is a looser marketing label. It often means the firm charges fees and may also receive commissions or third-party payments. Commission pay is transaction or product pay, not a flat advice fee.
Treat website badges as claims, not proof. Verify compensation in Form ADV Part 1A Item 5E, the Part 2 brochure, and a written answer from the firm.

No. Fiduciary duty for advisers is about care and loyalty in the advice relationship. Fee-only is about compensation sources. A firm can be an investment adviser and still report commissions on Item 5E. A fee-only firm can still have other conflicts (affiliates, soft dollars, referral pay). Read both the compensation checklist and the conflict sections.
In consumer marketing, “fee-based” often means the firm charges advisory fees and may also earn commissions or product-related compensation. It is not a regulated synonym for fee-only. Ask which pay sources apply to your proposed account, not which slogan appears on the homepage.
Not yet. Item 5E is self-reported and firm-level. It does not price your agreement. Related persons, insurance licenses, or brokerage affiliates can still matter. Read Part 2A, then ask the written commission question above. If the person is also a broker, check BrokerCheck as well as IAPD.
Use both for different jobs. Association directories list members who meet that group’s rules. They are shortlists, not a census of every registered firm. Best Investors shows the IAPD filing set with Item 5E on the profile. Start with a membership list if you want that screen, then verify compensation on the firm page and on IAPD. Send: “Do you or any related person receive commissions or third-party payments related to my account or recommendations?” Add: “Please list every compensation source that could apply to recommendations you make for me, including affiliates.” Ask for the answer in email or letter, not only on a call.
