The "Producers" are the ones who solely make all decisions related to the movie - cast, crew, distribution, etc..., although they are happy to receive any comments I may have. It's analogous to being a limited partner in a real estate investment partnership with the general partner having all authority. For example, if a film wins a Best Picture Academy Award, it's the Producers whose names are on the Oscar, not any of the Executive Producers. The latter just hopes to get a positive return on the investment.
